Overview

Established on June 1, 1981, the Social Security Board (SSB) is Belize’s national social insurance authority. SSB protects every insured worker in the country “from the womb to the tomb” — administering short-term benefits (sickness, maternity, funeral grants), employment injury benefits, long-term pensions, and the National Health Insurance program.

Beyond benefits administration, SSB’s Investments Division puts part of the national social security fund to work financing the Belizean economy: mortgage loans to individual members, and start-up, commercial, and syndication loans to businesses across agriculture and aquaculture, construction, education, healthcare, manufacturing, real estate, transportation, tourism, and utilities. It is, in effect, both a public trustee and a lender — with an “efficient investment and mortgage administration system” central to its mandate to grow the fund while keeping it available to pay members’ benefits.

The Challenge

SSB carries a dual mandate few private lenders face: protect and grow contributors’ money as prudently as any regulated financial institution, while also acting as an accessible source of financing for Belizean families and businesses that a small national market might otherwise underserve. That means running two very different loan books side by side — personal and mortgage lending to individual members, and commercial and syndication lending to businesses across nine target sectors — each with its own underwriting, terms, and servicing needs.

SSB’s statutory accounting already ran on Microsoft Dynamics GP, and any new lending capability needed to work with that system rather than replace it — duplicate entry between a lending system and the general ledger would undermine the accuracy the Board is accountable for as custodian of a national fund. At the same time, members and business applicants had limited ability to apply, submit documents, or track a loan’s progress without an in-person, paper-based process — a gap increasingly out of step with SSB’s wider push toward modern, accessible public services.

The Solution

COREFIN introduced its Lending & Banking solution, built on Microsoft Dynamics 365 and Azure, giving SSB a single platform to originate and service both sides of its loan book: personal and mortgage loans to individual members, and start-up, commercial, and syndication loans to businesses across its target sectors, with terms ranging from short-term (up to one year) to long-term (over five years) facilities.

Rather than displacing SSB’s financial backbone, COREFIN integrated the new lending platform directly with the Board’s existing Microsoft Dynamics GP ERP, so loan disbursements and repayments flow straight into the general ledger SSB already relies on for statutory accounting — preserving a single source of financial truth without a disruptive system migration. COREFIN also delivered a self-service online portal so members and business applicants can apply, upload supporting documents, and track application status without a branch visit, extending the same digital-first approach SSB has taken with programs like National Health Insurance.
